Unlocking Gridlock is the first report in Transportation Reboot: Restarting America's Most Essential Operating System, a series of three AASHTO reports that address key issues for state transportation programs and for the authorization of the federal highway and transit programs: the need to increase capacity on the nation's highways, transit, and rail systems. Unlocking Gridlock discusses the growth in population and travel, inadequate investment to meet this growth, and the resulting costs of congestion, particularly in urban areas. It highlights Interstate investment needs, opportunities afforded by such capacity projects, and a four-point plan for urban mobility.
