This report addresses critical business issues that require resolution in order to facilitate an open, interoperable, IPTV (Internet Protocol television) Downloadable Security Solution (DSS). The ATIS IDSI proposes creating a Neutral Management Organization (NMO) and identifies a construct, determines the business framework for how the NMO would resolve each issue, provides options on how funding for the NMO would work.
